You can partner with providers in your industry who target a different segment or complimentary businesses who don’t offer your services.

In terms of partnering with businesses that target a different segment within the same vertical:
Say you own an agency that specializes in preparing taxes for small-to-medium businesses but you don’t offer services to businesses that are large (+5 million in revenue). You could partner with another tax agency that specializes in preparing taxes for large businesses, this way, both of you could refer clients to each other.

In terms of complementary businesses, an example is:

Say you own a marketing agency that does not specialize in creating websites. You can partner with another business that specializes in website design. Whenever your clients ask about website design, you refer them to them and whenever the website design agency gets asked about marketing, they refer them to you. This is how complementary partnerships could generate many leads for you.
